ISSJ provides consultations to Child Guidance Centers, child welfare facilities, municipalities, medical institutions, consultation agencies, etc., throughout Japan.
Examples of Consultations
- Can you find prospective adoptive parents for this child?
- Can you help us trace this adopted child’s roots?
- How do we assess the adoption of a child of foreign nationality?
- How do we support a child of foreign nationality whose home country has not been notified of their birth (birth registration)?
- The parents of a child of foreign nationality living in an infant home/children’s home have been deported/are missing. What are our options with regards to reunifying the child with family in their parents’ home country?
ISSJ, in cooperation with local Child Guidance Centers, has supported the adoption of children who cannot find adoptive/foster parents due to factors such as older age, developmental challenges, or medical needs.
If the birth parents are of foreign nationality, they will require various kinds of support, such as for notifying their home country of the birth (birth registration), and obtaining, changing, or renewing status of residence. When developing a support policy for a child with foreign roots, one possible option can also be for family members and/or relatives living in the home country to take in and care for the child. There may also be prospective adoptive parents who share the same roots as the child with foreign roots. It is extremely important to consider the child’s identity, roots, language, and cultural background in developing a support policy, from the perspective of permanency as well.
In addition to adoption, our international network here at ISSJ also allows us to assist in the assessment of children and families with foreign roots and the acquisition of Japanese nationality. Please consult us for more information.
